Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Awang Haji Halbi bin Haji Mohd. Yussof, Minister at the Prime Minister's Office and Second Minister of Defence attended the ASEAN Defence Ministers' Breakfast held on the sidelines of the 23rd Institute for Strategic Studies', IISS Shangri-La Dialogue, at the Shangri-La Hotel.
The session was co-hosted by His Excellency Chan Chun Sing, Coordinating Minister for Public Services and Minister for Defence, Republic of Singapore; and The Honourable Gilberto C. Teodoro, Jr., Secretary of National Defence of the Republic of Philippines, as the Chairman of the ADMM 2026. During the event, the ASEAN defence ministers and representatives reaffirmed their commitment to regional peace and stability through the spirit of ASEAN Centrality and looked forward to the 20th ASEAN Defence Ministers' Meeting, ADMM and 13th ADMM-Plus this year.
In a separate event, The Minister at the Prime Minister's Office and Second Minister of Defence along with defence ministers and representatives from ASEAN Member States and Europe witnessed the launching of the Guiding Principles for Underwater Infrastructure Defence Exchange, GUIDE by His Excellency Coordinating Minister for the Public Services and Minister for Defence, Republic of Singapore. The GUIDE is a non-binding, multilateral and cross-regional initiative spearheaded by the Republic of Singapore to bring together like-minded defence partners from Europe and Southeast Asia to shape broader norms for defence cooperation in the Critical Underwater Infrastructure, CUI security.
The Minister at the Prime Minister's Office and Second Minister of Defence also held bilateral calls with The Honourable Richard Marles MP, Deputy Prime Minister and Minister of Defence Australia; His Excellency Chan Chun Sing, Coordinating Minister for the Public Service and Minister for Defence, Republic of Singapore; and His Excellency K. Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs of the Republic of Singapore. Also in attendance during the bilateral calls was Her Excellency Hajah Noor Qamar binti Haji Sulaiman, High Commissioner of Brunei Darussalam to the Republic of Singapore.
